The Most Expensive Water Leak Is the One Nobody Notices

A practical board playbook for reducing preventable water losses and improving the first-hour response.

Most HOA water losses do not begin dramatically. A fitting fails in a mechanical room. A washing-machine connection lets go above another unit. A vacant townhome gets too cold. A roof penetration that looked acceptable in dry weather meets the wrong storm.

The expensive part is often not the first drop. It is the time between the first drop and a competent response.

That is why water-loss planning belongs on the board agenda. In attached housing, water does not respect unit boundaries, maintenance assignments, or meeting schedules. A small failure can move through ceilings, walls, insulation, flooring, electrical systems, and several homes before someone finds the source.

Water damage is ordinary—and that is the problem

The Insurance Institute for Business & Home Safety reported in December 2024 that interior water damage remains one of the most consistent sources of residential insurance claims and losses. Its review identifies recurring drivers including winter weather, appliance failures, construction practices, maintenance, and accidents.

Those categories should sound familiar to Utah boards. Communities face freezing temperatures, vacant or seasonal homes, aging water heaters, plumbing along exterior walls, rooftop snow and ice, irrigation systems, and buildings where one unit sits above another.

The board cannot eliminate every failure. It can reduce avoidable failures, shorten detection time, and make the first response less improvised.

Begin with a water-risk map—not a shopping cart

Leak sensors can be useful. Automatic controls can be useful. Neither should be the first decision.

First, ask a qualified professional to help identify locations where a failure is both plausible and consequential:

  • Common boilers, water heaters, pumps, irrigation controls, roof drains, and condensate lines
  • Laundry rooms, kitchens, bathrooms, and water heaters located above finished spaces
  • Exterior-wall piping, garages, crawlspaces, attics, and poorly heated enclosures
  • Vacant units or spaces that may go unchecked for days
  • Aging roofs, penetrations, flashing, windows, doors, and drainage paths

Then rank the risks. Which failure could affect the most homes? Which source could run unnoticed? Which location is difficult to access after hours? Which equipment is approaching the end of its expected service life?

A prioritized map gives the board a rational place to spend the next dollar.

Use the FLOW framework

F

F — Find the risk points. Map water-using equipment, cold spaces, aging components, vacant areas, and building-envelope vulnerabilities. Record what sits beside and below each source.

L

L — Locate and label controls. Identify domestic shutoffs, zone valves, access needs, keys, and qualified responders. Test and maintain controls under professional direction. South Jordan’s frozen-pipe guidance tells residents to know the main shutoff—but also warns that shutting off water may deactivate a residential fire-sprinkler system. A board’s plan must never trade water-damage prevention for a life-safety failure.

O

O — Observe continuously. Combine scheduled inspections, resident reporting, review of unusual water use, and properly selected leak or flow monitoring. Detection matters most where a leak can run for hours or spread vertically.

W

W — Write the first-hour plan. Name who receives alarms, who has authority, who has access, which vendor is called, when the insurer is notified, how residents are updated, and how the incident is documented.

A sensor is not a response plan

A device creates value only when its alert reaches someone who can act. Before approving monitoring or automatic shutoff equipment, the board should understand:

Who receives the first alert and the escalation alert?

What happens if Wi-Fi, power, a battery, or a subscription fails?

?

Who tests the equipment and documents the result?

?

Can the responder enter the room or unit after hours?

?

What water will the device stop—and what must it never stop?

?

Who maintains the system after the enthusiastic director who proposed it leaves the board?

A useful decision test is simple: Will this measure reduce the probability of a failure, reduce the time water can run, reduce the area affected, or improve the claim record? If it does none of those, it may be a gadget rather than a control.

Plan the first hour before the first leak

The exact response depends on the source and building, but the sequence should be familiar:

  1. Protect people. Keep residents away from electrical hazards, contaminated water, unstable materials, and other unsafe areas. Call emergency services when appropriate.
  2. Stop or contain the source. Use only known, safely accessible domestic-water controls and qualified responders. Do not impair fire protection.
  3. Notify. Activate the community manager, designated director, mitigation vendor, insurer, affected residents, and other professionals under the written plan.
  4. Document. Record discovery time, photographs, video, affected areas, actions, communications, vendors, and receipts.
  5. Dry and assess. Begin qualified extraction and drying promptly. EPA guidance for clean-water damage emphasizes action within 24 to 48 hours to help prevent mold growth.

The Utah Insurance Department advises policyholders to notify the insurer promptly, photograph damage, make temporary repairs needed to prevent further damage, and save receipts. It also cautions that coverage varies. Association and unit-owner policies, deductibles, exclusions, endorsements, maintenance duties, and governing documents must be reviewed together.

A practical 30-day board agenda

  1. Approve a ranked water-risk map.
  2. Verify and label domestic shutoffs with qualified professionals.
  3. Confirm that no procedure or device can inadvertently impair fire sprinklers.
  4. Choose one or two high-consequence locations for a monitored-detection pilot.
  5. Write an after-hours call tree with primary and backup contacts.
  6. Issue simple resident guidance for leaks, freezing weather, appliance connections, and extended absences.
  7. Run a tabletop drill: “It is 2:00 a.m., water is entering three units, and the primary contact does not answer.”

After every incident, ask what failed, how long water ran, why the damage spread, and which control should change. A leak is also maintenance data—expensive data, admittedly, but it should not be wasted.

Faster beats louder

The goal is not to make the board responsible for every pipe or turn volunteer directors into emergency plumbers. It is to make risk ownership, detection, access, and response visible before the floor is wet.
